Ortsblindensendung aus Liège vom 11.01.1907 an das Institut für Taube und Blinde frankiert mit 10 c (Inlandsbriefporto) und Briefträgerstempel. Die Anschrift wurde geschrieben in der sog. Raphigrafieschrift, einer Stacheltypenschrift.

Local letter to a blind person from Liège dated 11.01.1907 to the Institute for the Deaf and Blind franked with 10 c (rate for a domestic letter) and mark of the postman. The address was written in the so-called raphigraphy, a special type of `sting writing´.

Entwicklung der Tarife für Blindenbriefe in Belgien/Development of tariffs for mail for the blind in Belgium

In den Mitteilungen der UPU vom 12.11.1906 ist zu lesen, dass für Blindenbriefe der normale Brieftarif von 10 c je 15 g zu entrichten sei. Ab einer Versendung von 20 identischen Schriften wurden die Drucksachentarife zugelassen (2 c je 50 g). Bei einer Einlieferung eines einseitigen  Briefes ohne Umschlag wurde das Porto auf 1 c reduziert! Bei Einlieferung eines Blindenbriefes mit offenem Umschlag wurde ein Porto von 5 c erhoben.

Laut Auskunft der Belgischen Post existiert ein eigener Tarif für Blindensendungen erst seit 1931. Die seither sich ergebene Entwicklung ist folgender Aufstellung zu entnehmen:

The UPU, dated November 12, 1906, stated that the normal postage rate of 10 c per 15 g had to be paid for letters for the blind. If more than 20 identical copies were sent, the printed matter tariffs were permitted (2 c per 50 g). When posting a one-sided letter without an envelope, the postage was reduced to 1 c! A postage of 5 c was charged when a  letter for a blind was posted with an open envelope.

According to information from the Belgian Post, a separate tariff for mail for the blind has only existed since 1931. The development since then is shown in the following table:

Zusatzdienste der belgischen Post wie Luftpostbeförderung, Einschreiben, Express usw. waren zulässig, die entsprechenden zusätzlichen Entgelte mussten und müssen entrichtet werden, bei Luftpost im europäischen Raum bis 1989 die Zusatzgebühr für Nicht-Standardbriefe bis 50 g, bei Versendung ins außereuropäische Ausland die Zusatzgebühr für Nicht-Standardbriefe je 20 g.

Außen auf dem Umschlag muss ersichtlich sein, dass es sich um einen Blindenbrief handelt, indem z.B. die Aufschrift „Braille“, „Cécogrammes“ o.ä. angebracht wird.

Additional services of the Belgian Post such as airmail, registered mail, express etc. were permitted, the corresponding additional charges had and have to be paid, for airmail in Europe until 1989 the additional fee for non-standard letters up to 50 g, for mailing outside of Europe the additional fee for non-standard letters 20 g each.

On the outside of the envelope it must be clear that it is a blind for a blind, e.g. by adding the words "Braille", "Cécogrammes" or similar.
