Im UPU-Rundschreiben vom 12.11.1906 wird bekannt gegeben, dass Blindensendungen zur Drucksachengebühr versendet werden:
Ortspost: 1 Kopeke bis 1 Loth
sonst: 2 Kopeken je 50 g (4 Loth)
Weitere Erkenntnisse über die Portoentwicklung für Blindenbriefe liegen zurzeit nicht vor. Nach dem 2. Weltkrieg wurden Blindenbriefe portofrei befördert.

UPU Circular of 12.11.1906 stated that Russia mail for the blind sent at tariff for pringed matter:
within urban districts: 1 kopeck up to 1 loth
ouside urban district: 2 kopecks per 50 g or part (4 loths or part)
No further information available about the development of the  tariffs for mail for the blind in Russia. After worldwar 2 letters for the blind are free of charge.
