Auslands-Blindenbrief (Impresso par Cegos) als Aufkleber für ein Paket mit Material in Braille aus Funchal/Madeira, Portugal nach Grave in den Niederlanden vom 13.05.1940, portogerecht frankiert mit 4 centavos für Sendungen bis 1 kg, Ankunftsdatum 04.03.1948 (!). Die Post von Portugal nach den Niederlanden über Frankreich war seit dem 01.04.1940 unterbrochen. Der Postzug wurde beschlagnahmt, die Post im Keller eines französischen Schlosses eingelagert und in der Folge vergessen. Im März 1948 wurde die Post wieder entdeckt und versucht, den Adressaten zuzustellen. Da in diesem Fall der Adressat in Grave unbekannt war, wurde der Brief nach Enschede weitergeleitet. Alle Briefe aus dieser lang verschollenen Post erhielten einen besonderen Aufkleber aus Amsterdam vom März 1948, der den Grund für die Verzögerung von über 8 Jahren angab.

The mail from Portugal to the Netherlands via France had been interrupted since 01.04.1940. The mail train was confiscated, the mail was stored in the cellar of a French castle and subsequently forgotten. In March 1948, the mail was rediscovered and an attempt was made to deliver it to the addressees. As the addressee in Grave was unknown in this case, the letter was forwarded to Enschede. All letters from this long-lost mail received a special label from Amsterdam dated March 1948, stating the reason for the delay of over 8 years.

Erstmals wird in Portugal in der Postverordnung am 14.06.1902 eine ermäßigte Gebühr für Blindenbriefe erwähnt, die dem Porto für Drucksachen entsprach. Dies hatte Bestand bis zum Februar 1966; ab diesem Zeitpunkt gibt es ein spezielles Porto für Blindensendungen von 10 Centavos je 1 kg ins In- und Ausland. 1986 wird dieser Tarif auf 1 Escudo angehoben. Ab 1987 werden Blindensendungen portofrei befördert. Die Zusatzgebühren für spezielle Beförderungsarten mussten und müssen gezahlt werden.
